First, cut the chicken breast into small cubes and place them in a bowl. Add a pinch of baking soda, mix well, and let it marinate for 10 minutes. Afterward, rinse the chicken cubes thoroughly and squeeze out any excess moisture. It's crucial to dry them well before marinating again with ginger-scallion water, ground pepper, soy sauce, salt, and cornstarch. Mix well and let it marinate for another 20 minutes. This method ensures that the chicken breast will be tender and smooth when stir-fried.
Heat oil in a pan and, once hot, gently stir-fry the chicken cubes until cooked through, then remove them from the pan, leaving the remaining oil. Add garlic, small red chili peppers, and green Sichuan peppercorns to the pan and stir-fry until fragrant. Then, pour in the chicken cubes and green bell peppers. Add an appropriate amount of dark soy sauce, oyster sauce, and chicken bouillon. Mix well and serve.
